Homeless Outreach Providing Empowerment

We believe everyone deserves dignity, stability, and the chance to build a better future. Our H.O.P.E. program is designed to support individuals and families experiencing homelessness with immediate assistance and long-term empowerment.

Services are based on eligibility, availability of funding, and first-come, first-served basis.

Emergency & Basic Needs

​For those in need of emergency assistance we have programs that may be able to help.

  • Emergency Shelter Vouchers (Hotel/Motel Stays)

  • Gas & Clothing Vouchers

  • Assistance Obtaining Vital Documents

    • Birth Certificates​

    • Photo IDs / Drivers License

Employment & Benefits Assistance

​For those in need of finding employment or applying for benefits, we can help.​

  • Employment Search Support

  • Application Assistance for:

    • Social Security Benefits​

    • Veterans Affairs (VA) Support

    • Medicaid / Medicare

    • SNAP (Food Assistance)

    • Reemployment Assistance

Rapid Rehousing Assistance

​For clients actively working with a case manager, we may also provide the following Assistance:​

  • Housing Application Fees

  • First & Last Month's Rent

  • Security Deposits

  • Utility Deposits

  • Short-Term Rental Assistance

  • Locate Available Housing

  • ​Financial Planning

H.O.P.E. Hallway Access

Once assigned a case manager, you’ll receive a secure passcode to our 24/7 H.O.P.E. Hallway. A safe, private space offering:

  • Hot Showers

  • ​Laundry Facilities

  • Restrooms

  • Hygiene Kits

  • Reusable Water Bottles

  • Can Openers

  • Tents

  • Sleeping Bags

  • Waterproof Mats

  • New Socks & Underwear

  • Seasonal Gear (Jackets, Blankets, Hand Warmers, Etc.)

Each year, the Matrix Community Outreach Center leads the Point in Time (PIT) Count in Walton County. The count is a critical effort to identify and better understand individuals and families experiencing homelessness in our community. This count provides a snapshot of homelessness on a single night, helping to inform local planning, funding, and service delivery.

We proudly coordinate this initiative in collaboration with the Florida Department of Health – Walton County, CareerSource Okaloosa Walton, United Way Emerald Coast, Walton County Emergency Management CERT, the Okaloosa Walton Homeless and Housing Alliance, and many other dedicated community partners.

Volunteers and staff survey individuals across shelters, encampments, and public spaces, collecting essential data that supports advocacy and resource allocation at the local, state, and federal levels. Together, we work to ensure that no one is unseen—and no one is left behind.
